A finished basement is not automatically a legal secondary suite. Kitchen and bathroom construction, layout, entrances, fire and life-safety provisions, ventilation, and required approvals must be considered together. Final approval and any registration or licensing are determined by the relevant authorities, not by the wording of a contractor’s quote.

Feasibility before a construction quote

Tell us whether the area is unfinished, finished for household use, or already used as a separate unit. Existing permit records and drawings can help establish what is approved and what still needs review. The intended use and exact municipality are important from the start.

The site review identifies questions such as usable height, safe access, moisture, existing services, and the separation of the two living areas. These are inputs to the qualified design and approval process, not a promise that every basement can be converted.

West Vancouver is a separate approval path

The District of West Vancouver publishes its own secondary-suite requirements, including building-code compliance, registration, and licensing according to use. We refer the owner to that process rather than apply North Vancouver rules or describe a family-use suite as automatically exempt.

North Vancouver is also split between the City and District. Confirm the property jurisdiction and current zoning before relying on a suite checklist. For City properties, the applicable zone matters; the City’s secondary-suite page directs properties in its Ground Oriented Zone to separate guidance.

Build to the agreed, approved scope

Once the proposal and responsibilities are defined, the construction package can include the kitchen, bathroom, partitions, finishes, and prescribed fire or life-safety work. Regulated trades and required inspections are coordinated rather than hidden inside a generic finishing allowance.

Underpinning, house lifting, extensive foundation work, and major drainage remediation are not assumed to be part of an ordinary suite conversion. Where the property needs specialist investigation, we identify that dependency before committing to the affected construction work.

    Separate labour, materials, allowances, specialist work, exclusions, and payment milestones. Confirm responsibility for drawings, permits, and selections in writing.

    Coordinated construction

    Schedule agreed work and required inspections. Regulated work is undertaken by appropriately licensed trades. Changes to the agreed scope require written approval.

    Completion and handover

    Review finishing and outstanding items, and provide the agreed project documentation. Applicable workmanship-warranty terms are recorded in the contract.

No. Feasibility, zoning, building requirements, permit review, inspections, and any registration or licensing must be resolved for the actual property. We provide construction coordination within an agreed scope; the authority decides approval.

No. A finished basement can remain part of the main household. A self-contained dwelling introduces a different approval and construction scope, even when it is intended for relatives.

Do not assume so. West Vancouver, the City of North Vancouver, and the District of North Vancouver have their own processes. We identify the jurisdiction and current requirements before the project is scoped.

Those conditions need to be assessed first. Moisture remediation, structural changes, or lowering a floor can require specialist work and materially change feasibility and cost. We do not cover unresolved moisture with new finishes.

That is a separate use and licensing question. Do not assume a renovation or secondary-suite approval authorizes short-term rentals. Confirm the current municipal and provincial requirements before choosing that use.
