A finished basement is not automatically an approved separate dwelling. Before budgeting a suite in North Vancouver or West Vancouver, establish the exact municipality, current use, approval history and proposed living arrangement. Finishes are only one part of the decision.

Start with existing records and intended use

Gather any existing plans, permits or registration information and explain how the space is used now. Is it unfinished, household living space, a family unit or an existing rental? Do not assume that having a kitchen or a previous tenant proves the current use is approved.

Separate the question of construction feasibility from rental-income expectations. This guide does not establish a return on investment, incentive eligibility, financing approval or permission for a particular rental use. Those need their own evidence and decisions.

Use the correct North Shore approval path

West Vancouver’s official guidance links legality to building-code compliance, municipal registration and licensing according to use. Family use should not be treated as an automatic exemption from the process.

The City of North Vancouver’s secondary-suite page directs properties in the Ground Oriented Zone to separate guidance. The District of North Vancouver has its own suite page. Confirm jurisdiction and zoning before copying a checklist or cost assumption from elsewhere.

Identify work that can change the project

The early review should raise questions about usable height, entrances, moisture, services, ventilation and the required separation of living areas. Ask who assesses each issue and what documentation is needed before it is priced as feasible.

Floor lowering, structural work, major drainage repair or hazardous-material remediation are not ordinary finish allowances. Where one of these may be needed, ask for an explicit dependency and specialist assessment rather than accepting a quote that prices only cabinets and flooring.

Compare the full conversion scope

A useful quote separates kitchen, bathroom, framing and finishes from required service changes, prescribed life-safety work, design, permit and inspection responsibilities. It identifies what existing work can remain and what must be confirmed after assessment.

Ask which total is being quoted: construction alone, a defined design-and-construction package, or a preliminary allowance. Keep taxes, any registration or licence costs, owner purchases and uncertainty reserves visible. Do not assume one contractor’s word all-in matches another’s.

Choose the right first conversation

For household space that stays part of the main home, start with basement finishing. For a self-contained dwelling, begin with a feasibility-led suite enquiry. This distinction avoids pricing the wrong service and discovering the approval gap later.
